Plugit Enables EV Charging in Mäntsälä Through a Service-Based Model
The Municipality of Mäntsälä took early action in response to legislation requiring buildings to be equipped with electric vehicle charging points and charging readiness by the beginning of 2025. Under the Charging as a Service (CaaS) model, the municipality is responsible for grid connections and on‑site cabling, while Plugit covers the costs of the charging equipment, charging system, and ongoing maintenance. Mäntsälä pays a predictable monthly service fee for the complete solution.
“The service model felt like a safe choice. We can be confident that the charging system remains up to date and that the technology will not become obsolete. If a charger fails, the service provider repairs or replaces it. The monthly fee is fixed and predictable, with no unexpected costs,” Palmroos explains.
Charging where people already spend time
The first phase included schools and daycare centers, as well as the Mäntsälä Adult Education Centre, which is a protected building. The second phase covered the upper secondary school, the health center, and the bus station. The remaining six sites will be electrified during 2024, ensuring that Mäntsälä meets the legal requirements well ahead of the deadline.
Public charging for all EV drivers
The sites were equipped with so‑called destination chargers, with maximum outputs of 11 kW or 22 kW AC. All charging points are defined as public, meaning they are available to all EV drivers. The chargers are branded with the municipality’s logo and visual identity.
“Vehicles can be charged during the workday, but especially at schools and sports facilities there is evening and weekend use, making public charging a natural fit. Offering charging or selling electricity is not part of the municipality’s core business, but by opening the chargers to the public we can gradually offset the investment,” says Palmroos.
The charging systems have been dimensioned and implemented so that additional chargers can be added in the future as demand increases.
“Legal requirements guided the procurement, of course, but we also wanted to bring charging to places where people actually spend time. In line with our municipal strategy, we want to offer the best possible everyday life in Mäntsälä. Smooth EV charging—and the freedom of worry‑free mobility to work or hobbies—is part of that everyday experience,” Palmroos concludes.
